Local Partnerships for Global Health Security (Uganda)

The U.S. Centers for Disease Control and Prevention (CDC) has announced a funding opportunity (CDC-RFA-JG-26-0054) to strengthen Uganda's capacity to prevent, detect and respond to public health threats through local partnerships and improved health security systems. About the opportunity Approximately US$5 million is available to support projects aligned with Uganda's National Action Plan for Health Security (NAPHS II) and global health security priorities. The programme is part of a broader global effort to help countries build the core capacities required to prepare for, detect and respond to public health emergencies, in line with the International Health Regulations and the Global Health Security Agenda. Through local partnerships, the programme aims to leave a lasting footprint in Uganda's health system by strengthening the institutions and people who protect the population from health threats. Focus areas The programme focuses on strengthening health emergency management, the health workforce, national laboratory systems, disease surveillance, border health programmes and the National Integrated Surveillance System (NISS), while advancing a One Health approach. It also supports rapid response to infectious disease outbreaks, emerging threats and humanitarian health emergencies. Activities may range from capacity building and training for health workers to strengthening diagnostic networks, improving data systems for surveillance and reporting, and enhancing multi-sectoral coordination for emergency response. Areas of emphasis Priority areas of emphasis include the gaps identified in Uganda's 2023 Joint External Evaluation, specifically surveillance, laboratory capabilities, rapid response and multi-sectoral preparedness. Projects are expected to contribute to measurable improvements in these capacities and to strengthen the partnerships, systems and workforce that underpin health security in Uganda. Eligibility and partnerships Applicants must be eligible organisations able to partner with local entities. Strong proposals will demonstrate meaningful collaboration with Ugandan institutions, alignment with the National Action Plan for Health Security (NAPHS II), and a clear plan for sustainable, locally owned capacity strengthening.
