About the role

Baylor College of Medicine Children's Foundation Uganda (Baylor-Uganda) is an indigenous not-for-profit child health and development organisation affiliated to the Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI), a network of paediatric HIV/AIDS care and treatment Children's Clinical Centres of Excellence and international programme offices in 11 countries across Africa and Eastern Europe.

Baylor-Uganda is seeking an Infection Prevention and Control (IPC) Coordinator based in Kampala to provide strategic, technical and operational leadership for the implementation of the organisation's IPC programme under the Global Health Security (GHS) Programme. The Coordinator will lead the planning, implementation, monitoring and continuous improvement of IPC interventions in GHS project districts, supporting districts and health facilities to establish and maintain functional IPC programmes. The role is central to improving healthcare-worker and patient safety, preventing healthcare-associated infections and strengthening readiness for outbreaks and other public health emergencies.

Key responsibilities

Technical leadership and strategic direction: provide strategic, technical and operational leadership for the IPC programme within assigned districts and health facilities; lead the implementation of the National Infection Prevention and Control Policy, strategy, guidelines, standards, SOPs and approved IPC training curricula; translate national IPC priorities into district- and facility-level workplans, budgets, schedules, performance targets and monitoring frameworks; advise District Health Officers, hospital directors, medical superintendents and IPC committees; align activities with Ministry of Health requirements, donor commitments and quality standards.

IPC programme planning and implementation: develop annual, quarterly and monthly regional and district IPC workplans; coordinate implementation across hospitals, health centres and other supported service-delivery points; support facilities to establish and strengthen IPC committees, focal persons and documented action plans; ensure access to current IPC guidelines, SOPs, job aids, assessment tools and reporting templates.

Capacity building, mentorship and support supervision: assess IPC knowledge and practice gaps across all cadres of staff; develop and implement competency-based IPC training, orientation, mentorship and continuing professional development using approved national curricula; provide on-site mentorship and supportive supervision; build capacity of IPC officers and facility focal persons; maintain a database of trained personnel and identified gaps; promote multidisciplinary IPC learning.

Assessments, quality improvement and compliance: coordinate routine IPC assessments using nationally approved tools; conduct facility visits to assess compliance and identify operational, infrastructure, behavioural and supply gaps; support time-bound corrective-action and quality-improvement plans; analyse IPC performance trends; promote quality-improvement approaches including root-cause analysis and plan-do-study-act cycles; document good practices and lessons learned.

Surveillance and outbreak response: support facilities to strengthen surveillance of healthcare-associated infections; support timely investigation of suspected transmission events, occupational exposures and clusters; support analysis and use of IPC surveillance data; maintain IPC readiness for Ebola, Marburg, COVID-19, cholera, measles and other epidemic-prone diseases; participate in risk assessments, simulation exercises and after-action reviews; provide technical IPC support during outbreak response.

Commodities, equipment and infrastructure: advise on the type, quality and quantity of IPC commodities and equipment; support quantification, forecasting, budgeting and monitoring of essential supplies; monitor stock levels and consumption; identify critical gaps; advocate for appropriate WASH, waste-management, isolation and decontamination infrastructure.

Coordination and programme management: maintain effective working relationships with the Ministry of Health, District Health Offices, hospitals, facilities and implementing partners; participate in district, regional and national IPC coordination meetings; convene district IPC committee meetings; supervise IPC officers and other assigned staff, including workplans, performance reviews and staff development.

Qualifications, skills and experience

Applicants must hold a Bachelor's degree in Medicine, Nursing, Environmental Health, Public Health, Clinical Medicine, Biomedical Sciences, Laboratory Sciences or another relevant health-related discipline from a recognised institution. A Master's degree in Public Health, Epidemiology, Infection Prevention and Control, Health Services Management or a related field is an added advantage. Completion of recognised specialised training or certification in Infection Prevention and Control is required, as is current registration with the relevant professional council where applicable.

At least five years of relevant professional experience in infection prevention and control, public health, clinical service delivery or health programme implementation is required. Demonstrated experience coordinating IPC activities at district, regional, hospital or programme level, conducting IPC assessments, training, mentorship and supportive supervision, and working with District Health Teams, hospital management teams, IPC committees and Ministry of Health structures is expected. Experience supporting outbreak preparedness or response to Ebola, Marburg, COVID-19, cholera or other infectious-disease emergencies, supervising multidisciplinary programme staff, and working with donor-funded or Global Health Security programmes is highly desirable.
